Package `TWiki::Net::HTTPResponse`

Fakeup of HTTP::Response for use when LWP is not available. Only implements a small subset of the HTTP::Response methods:

`code()`
`message()`
`header($field)`
`content()`
`is_error()`
`is_redirect()`
